West Point Lake, one of three federally authorized storage projects on the Chattahoochee River was the first Corps of Engineers Reservoirs in the country to have recreation as a specifically authorized purpose and costs allocated to that purpose. No other reservoir in the ACF or ACT River Basins carries this distinction.
The City of LaGrange, Troup County and the West Point Lake Coalition are directly impacted by the fluctuations in reservoir elevations. The lower the elevation of the reservoir the greater liklyhood of economic impacts to every business sector within the County and City.
The Corps of Engineers has regularly drawn down the reservoir to provide flows downstream. While these drawdowns have occured at West Point Lake, there has not been comensurate releases from the upstream project, Lake Lanier, a much larger storage reservoir. These drawdowns have caused massive economic harm to LaGrange, Troup County and counties on the Alabama side of the reservoir to the tune of $500 Million per year.
Our Team at Global has worked with the City, County and Coalition for several years to determine new operational strategies the Corps of Engineers could employ that not only would support the downstream flow augmentation but support the Congressional authorized purpose of West Point Lake. In many cases, the opertional decsion making excludes meeting the authorized purpose of recreation in favor of meeting needs of non-authorized "squeky wheels" downstream.
